Applicant must fulfill the following:

• U.S. Citizen or Permanent Resident possessing appropriate documentation and must be eligible to receive Federal Financial Educational Aid for any U.S. College
• Resident of Central New York from the following counties: Onondaga, Oswego, Madison, Cayuga, Cortland who are currently enrolled fall semester 2008 or spring semester 2009 to an accredited institution of higher learning
• Finalists must provide the following to substantiate satisfaction of eligibility:
  
  1. Photocopy of Social Security Card or Permanent Resident Alien Card
     
  2. Photocopy Valid NYS Driver’s License and or Official Identification Card
     
  3. Certified college enrollment registrar letter along with copy of tuition expense statement credentialing proof of enrollment
     
  4. College transcript of GPA for applicants other than fall 2008/spring 2009 freshman class
